E-commerce operator registration system goes live — cross-border forwarding agents included

Under the amended Article 254 of the Customs Act, which governs special clearance for e-commerce goods, the Korea Customs Service opened its e-commerce operator registration system on 5 June 2026. Registration covers overseas businesses that run online malls and support delivery into Korea, domestic purchasing agents and sales intermediaries, and cross-border forwarding agents. Companies registered under the previous scheme must re-register through the new system. The operator codes issued are used by the clearance platform, and quoting the code on the import declaration is set to become mandatory.
