The Korea Customs Service began pilot operation of its dedicated clearance platform for overseas direct purchases on 28 August 2026, with full launch scheduled before the end of the year. From a single portal, users can issue, renew or cancel a Personal Customs Clearance Code, check one-time authentication numbers, look up and pay duties or claim refunds, and track the clearance status and history of their shipments. The declaration form itself is being reshaped for e-commerce: fields identifying the e-commerce operators involved in the transaction are added, while redundant fields are removed.

On 15 August 2026 the Korea Customs Service began issuing a one-time authentication number for each transaction, in order to stop the misuse of Personal Customs Clearance Codes (PCCC). When an e-commerce operator asks the customs information system to validate a buyer's PCCC, the system issues an authentication number to the importer in real time. If the two numbers do not match exactly at the clearance stage, the import declaration is not accepted. The scheme is being rolled out first to users who have brought their PCCC details up to date.

The Korea Customs Service will hold its 15th Overseas Customs System Briefing on 25 August in Seoul and 27 August in Busan, for exporters and logistics industry professionals. Running since 2012, the event aims to prevent disputes arising during overseas customs clearance and to support export growth. Customs attachés stationed in major trading partners — including the United States, China, the EU, Japan, Thailand, India, Vietnam and Indonesia — will brief attendees on each country's customs policy, changes in the clearance environment, and points companies should be aware of. The programme covers the latest developments such as tighter US import controls, the EU's new e-commerce clearance framework, and China's trade facilitation measures.

Under the amended Article 254 of the Customs Act, which governs special clearance for e-commerce goods, the Korea Customs Service opened its e-commerce operator registration system on 5 June 2026. Registration covers overseas businesses that run online malls and support delivery into Korea, domestic purchasing agents and sales intermediaries, and cross-border forwarding agents. Companies registered under the previous scheme must re-register through the new system. The operator codes issued are used by the clearance platform, and quoting the code on the import declaration is set to become mandatory.
